Desktop New Features in Flutter 4.0

Support of Microsoft 11 Accessibility is coming to Flutter 4, this in addition to the support of the older MSAA APIs support in the Flutter engine. It appears that some groundwork will be in Flutter 4 and the rest of the finish of the work will appear in Flutter 5.

Other new features include being able to do multiple windows for desktop shells and further polish of desktop support.
